The operation to hand-deliver results through the letterboxes of individual homes is costing about £9,000.
A spokeswoman for the authority said feedback from parents indicated that the move was "worth every penny".
She said: "We wouldn't have done it if there hadn't been a strike."
Other options such as making results available at a community centre, or running a telephone hotline, would also have cost money, she added.
"This was the most efficient option."
Councillor Les Wicks, spokesman for children's services, said: "These test results are extremely important for our children and their parents or guardians, which is why we have taken this decisive action."
